Cyril Rayan has 20 years of experience in high-tech companies principally in the software and semiconductor industries. Prior to founding Resiligence, Cyril was CEO of Mindbrook, Inc., a company which developed compliance management software. Before Mindbrook, Cyril was a Product Manager at Zilog, Inc. where his responsibilities included developing product specifications, interfacing with the engineering team to develop products and also interfacing with customers and partners globally. He has conducted business in 13 nations to develop partnerships and customers. Mr. Rayan is an accomplished speaker, lecturer and the author of an award winning leadership book “Moving from Vision to Reality”. Cyril holds an MBA from Santa Clara University, an MS in electrical engineering from Mississippi State University, and a BS in electrical engineering from the University of Mumbai.

Dave Shoquist, CFO/VP Business Development.
Dave Shoquist has over 20 years of director and executive level experience in financial and accounting management roles. He has worked in both privately-held and public high-tech companies including Raychem and New Focus, Inc. Dave has been instrumental in establishing financial planning and reporting systems, building financial infrastructure, raising capital, and driving profitability for start-ups and rapidly growing companies. He has also performed extensive due diligence and business valuation work for several business acquisitions. In his roles as Controller and Treasurer at New Focus, Inc., Dave played a critical role in positioning the company for a successful IPO and secondary funding round totaling just under $500M. Dave holds a bachelor’s degree in Finance and an MBA degree from Santa Clara University.
Vivek Soni, Technology Program Manager
Vivek has over 10 years of experience in Program Management. Prior to Resiligence, Vivek was Team lead in Northout Inc, a company which developed Mobile /Web application software where he was responsible to manage a team of developers to build applications for iOS and Android devices. Vivek has the skill to integrate new team members quickly and communicate the project deliverables and to execute the project in a timely manner. So far around 75 apps submitted on app store. Vivek holds an Bachelor of Engineering from RGPV University Bhopal, India.
Ken Evans, Vice President Sales
Ken Evans serves as Vice President of Sales for TipNow. Ken joined TipNow in 2020 and is the senior executive in charge of the company’s direct and indirect sales efforts, strategic partnerships, and business development strategies. Ken has 32 years of sales, sales management and building representative networks and distributorships.
Kens distinguished career as a sales executive includes results-oriented roles at Philips Corporation and Samsung, Inc. Before joining TipNow, Ken’s most recent role was president of sales for Green Energy Solutions (GE), a commodity driven Sales Company focused on government and state entity sales solutions. As the leader of the team at GE, Ken helped the company expand into nationwide markets, and capture large projects throughout the United States while building sales and sales management’s teams and networks.
Ken started his career as a member of the sales team at Philips Corporation, where he developed a focus on helping to solve customers’ mission-critical communications challenges through technology.
In his free time, Ken enjoys hunting, fishing, sports and being outside in nature. Ken had an exceptional rugby career lasting 24 years which started in college.

Santiago Garcia III
Santiago is a first generation American whose parents both fled Cuba in the early 1960’s. Retired diplomats, his parents raised Santiago in an environment that allowed him to be fluent in Spanish and Portuguese and appreciate diversity. Living overseas, predominantly in Brazil where crime was rampant, Santiago was indoctrinated and trained by US State Department security officers to always be on “yellow alert” and aware of his surroundings.
After graduating high school in Brazil, Santiago earned his Bachelor’s degree from Florida International University.
After his business became well established, Santiago pursued his other passion—service to community. He chose a career in business-protective services and graduated with honors from Executive Security International, obtaining a degree in Client Protective Services & Executive Protection. The curricula included over 400 hours of training with an emphasis in principals of protection, protective detail operations, surveillance and counter surveillance, client management, human behavior and dangerousness, defensive shooting and tactics, threat assessment, bomb search and Identification, estate security and corporate security, covert protection and mobile surveillance and detection. He received an award for “Best Overall Achievement in Threat Management Planning.” He also completed FEMA & Department of Defense course work in Workplace Violence Awareness, Workplace Security, Protecting Critical Infrastructure Against Insider Threats, & Understanding & Planning for School Bomb Incidents and Military & LE courses with Sig Sauer Academy in Epping, NH, consisting of 12 certificates and over 30 days of training in various disciplines and fields. Santiago also holds a Private Investigators License in Colorado (P/1.0000537).
It is this background that positioned Santiago to join Firestorm, where he now applies his vast knowledge in protection to assist clients in developing a safe environment for all stakeholders. Safety has been a cornerstone of Santiago’s development, dating back to his childhood, where school children in Brazil faced daily threats and uncertainty. It is this experience that motivates Santiago to alleviate threats and help schools prepare for emergencies and disasters, ensuring every child can have a positive learning experience where they feel safe in school—every single day.
